unable to telnet ...machine actively refuse the connection

Hello
I recently edit my /etc/init.d/inetsvc file
/usr/sbin/inetd -s and I add -t inorder to capture tcp login then start and stop the inetsvc service. After that I'm unable to telnet to my server. I made all thd changes back to previous but still there is no help.
Any help will be appreciate.

just wanted to maker sure and see if you checked your inetd.conf file and see if telnet is commented out.
 
telnet is not commented in inetd.conf file. I already checked it to make it sure.
 
Try
ps -ef|grep inetd

if it returns an id then

kill -1 "ID number".
else
/etc/init.d/inetsvc start.
