Unable to recieve email from outside

Ok, so I am having an issue with receiving outside emails. The NE we use for consulting purposes claims that it is an issue with symantec, could this be right?? I can send fine, receive from inside my own network fine, I just cannot receive from outside my network. I have restarted the SMTP, WWW, and MS exchange routing engine services. Still no luck. Any suggestions would be appreciated. Thanks.
 
Also I can not telnet to the exchange box on port 25. If that gives any clues.
 
Any errors being logged for SMTP? Did it ever work? Have you checked over the SMTP virtual server config on the Exchange server?

Do you have any firewalling on the server that could be blocking the port? (even such as Windows 2003 sp1). When the consultant mentions Symantec is he talking about an AV scanner, if so have you tried just disabling it?

Sorry for the 20 questions but some more info would help narrow things down.
 
There are no errors in the event viewer, and mail delivery seems sporatic, and delayed. For instance mail sent now will reach me in 3 hours. There is no firewall active on the server, and for Symantec we have both the scanner and mail security for exchange. I did disable the scanner but mail is still not delivered. Does the mail spool and if so how can I see this happening? Thanks for the help.
