Unable to perform Screened transfers

I have a CS1000E, 7.5. When a user receives a phone call and wants to perform a screened transfer, once the party being called answers, the CONNECT option for the user trying to transfer the call goes away. All users can only perform a blind transfer. It is a system wide issue for all digital and Ip telephone sets. Has anyone seen this before?
 
Yep, seen it before. Firmware on the sets is the issue.
 
We have the latest firmware on the phones for both IP and 3904 sets. Any particular version?
 
The firmware needs to match what's in the call server. For the digital sets do an FSUM on LD 32 and post the results back here.
