Unable to Make 800 Calls from Some Nortel PBX Phones Afer Change in Phone Lines

We made a change on Monday evening from PRI lines for our phone service to SIP. The majority of phones are able to call 800 numbers. However, I have a few that I know about currently that do not work. I am trying to find in the programming what is causing the issue. We have some analog credit card lines that are unable to call 800 numbers too which means their transactions are not processing.

Compared to programming of a phone that does work. The only difference is the first phone is a 2002 Nortel phone and this phone is a 2004 Nortel phone.

If you can spot what needs to be changed, please let me know. I have tried changing CGAR and others to match, but still does not work. Let me know if any other information needs to be provided to figure out why some phones are unable to call 800 numbers.

TGAR and NCOS are different on the working phone than the non working phone, but that shouldn't affect just toll free.

What does CLID table 0 send out? Is the non-working phone sending out caller ID for a number that isn't valid on your account? If you're sending the DID as CLI, could it be that 555-555-1389 is not a valid number on your account whereas 555-555-1470 is a valid number? Some SIP providers, such as AT&T, don't allow calls to toll free numbers if the CLI that is sent doesn't match a valid number on your account.
 
Thanks! This was helpful. I discovered that trying to call my cell phone it is passing through as +000000. I am trying to toggle CLB to see if that resolves that issue. Working with our vendor to see why numbers that are privacy would not be inserting our main number. I confirmed the CLID is the number on the phone set. I did try changing the CLID to other settings, but those do not appear to work. I think you are right though that it is denying the 800 calling because an invalid number is being placed on the number when the call is placed.
