Unable to dial out from IP 500 via PRI T1 to Nortel

I am unable to dial extension and outside calls from the IP500 to the Nortel Meridian 1 using PRI T1. When I try to call an extension on the Nortel the system status on the Avaya shows the line being seized and then shows clearing .But I am able to dial from the Nortel to the Avaya.

Can you turn on D-Channel messaging in the Nortel, and post the messaging associated with a test call to see what the Nortel is receiving?
 
Please guide me how to enable messaging on the D-Channel in the Nortel system.
