unable to dial certain prefix's

Ok, I work on a military base so you may or may not be familiar with DSN phone #'s but a quick explanation is that they are #'s that allow military personel to dial a number from anywhere in the world like its a local US number.

Anyway I have VTC's setup on the base that work 100% over commercial, and local #'s inbound and outbound. However it can not recieve or send calls over DSN. I am told by the military people we are trying to call is that its because they don't have access to the 502 prefix. to dial this number i need to dial 94 502 xxx xxxx

how would I check to see if I have access to dial this 502 prefix? It doesnt make sense what they are asking me... They have access to dial DSN so they should have access to dial ANY DSN number righT?
 
what is the 94? is 9 ars, so you really need access to 4502? type the entire number into "List ARS ROUTE-CHOSEN 4502XXXxxxx" to see what the PBX is trying to do with the call.

It looks like they are trying to call a commercial phone number from a DSN line. These are the DSN prefixes 312 - CONUS; 314 - Europe; 315 - Pacific; 317 - Alaska; 318 - Central Command; 319 – Canada. I might be missing some of them but these are the major ones.
 
I have finally found out what the prefix 502 is for. It is used for data telephone calls and will be allowed by exception only. If you need to have access to this service you will probably need to contact the agency providing your DSN access and have it turned on.
