Unable to create ASP.NET projects (IIS issue??)

A development problem working against IIS ...
I find myself unable to create ASP.NET applications via Visual Studio.
When I try to create (or open) a project I get the error :

"The Web server reported the following error while attempting to create or open the Web project located at the following URL :
' A connection with the server could not be established"

I know that I've been playing about with security levels against IIS.
In addition when I type " in IE I now just get "The page cannot be displayed" message.

I've tried uninstalling and reinstalling IIS to get back to a starting point but keep finding the same thing.
Can anyone suggest what I may have done wrong or some method of setting the security back to something resembling normality ?
I've run virus checks on the machine and it's clean so I can't think that there's an error in this respect.

Any advice would be greatly appreciated (I'm tearing my hair out this weekend).

No - I've been helped to resolve the problem(s).
I've uninstalled Visual Studio (and the .NET framework) and IIS.
On reinstalling the lot I have no issues with Visual Studio allowing me to create ASP.NET projects against the IIS web server.
 
per chance do you have norton AV installed? i had a very similar issue with iis and it not operating properly as a result see thread : thread41-586824
