Unable to connect via ethernet

I support 2 Option 11C PBXs. Both are on rel 25.40B one has Symposium connected (and is up and running), the second
appears to have all the data fill in LD 117, when I connect the transceiver I don't receive any lamps (power, heartbeat, etc) I have confirmed that the ttys are correct, but it just won't come active. Is there some setting I missed?

there is jumpers on the SSC card wich has to be there for the ethernet connection to work.

If you take out the SSC card and puts it on the table, the jumpers will be down on the right side. J12 is often the name for the jumpers.

as you said, there will be no lights on the transceiver otherwise.
