Unable to connect to element manager IP phones voicemail running fine

I have a BCM 400 release 4.0 which I am unable to connect to element manager in either of the Ethernet ports 1 or 2 directly to the BCM or through the customers network.
voicemail, IP phones and all other BCM services running fine.
I rebooted the BCM in that did not make any difference.
I am able to connect with the BCM monitor but just not with element manager any ideas?

 
Also not able to connect using serial port.
I do get prompted for credentials when I enter the credentials the system loads part of the quick configuration scream and stops that's far as I get.
Does this sound like a possible hard drive and or peck card issue?

Unable to access through the IP Phones as there are only IP2002 sets on-site.
 
Does the BCM respond to pings?

Are you able to access the web page using your browser?

Sounds like the beginning of a possible HDD failure.
Have you connected to the serial port and viewed the BCM booting up?
