unable to complete overseas call

hello, everyone. I have a user who gets a recording saying his call cannot be completed as dialed. The number he's calling is 011-44-791-033-1472 in London, England (he's in the US). Here is what I captured.

Could this be a carrier issue? there is no DMI table on the route. Thank you for your help.
 
Can anybody else dial this number from the switch?
 
no. Since they're getting a recording they can't be blocked, right? I think if it's an NCOS issue they'd get a fast busy?
 
numbers that begin with a 7 are UK mobile numbers, and are charged at a premium rate by most LD carriers. I was able to get through using my no-name prepaid carrier. Is it possible your LD trunks are blocked from dialling international premium rate numbers? I got voicemail for Virigin Mobile, it reads back the 'local' number as a greeting. I would say it's carrier. Who are you using?
 
They probably aren't blocked in the PBX, but I have heard intercepts like that from some carriers instead of a usable recording (like 'you're not allowed to call this number)

This may be a dumb question but are you dialling the right number???

You dialled 011-44-791-033-1472

UK is normally 00-44-(number), internationally.
 
i dial 011 from the south east for uk calls, and i think you nailed it, without a dmi, and the number is good, look at the carrier.. when i get a that problem i try the number from a few different carriers (cell, home etc) to try to verify the number.. had one last month about a information in zatar.. 4 hours later (on the web) it seems they don;t have international inbound information... (i get paid for this?)

9 times out of 10 if it's a bars problem you get a fast busy before the last digit.. rule of thumb
