unable to change printer driver

We have multiple win2k pro workstations connected to networked hp printers. The user has local admin rights,but not on the server. When connected to a network printer, the user is unable to change the printer driver without Domain admin rights, hence it changes the driver on the server. How does the user load the drivers local so that they can change the local driver w/o changing the driver on the server?
 
As far as I know, this can only be done by a regular full install of the printer on the client in the network. Instead of pointing on the driver via the server when installing, the IP address should be inserted under ports (Standard TCP/IP port)when installing as a local printer.
HP has made a printer install wizzard to make this port available if not allready on the system :
 
all you have to do is goto your printer folder>add printer.
install the drivers and the path to the networked printer.
you will have to load the drivers and path for each of your networked printers that you are going to be printing to.
so what'd ya think of that?
