unable to call long distance with CLS UNR

My boss has CTD in CLS. I changed to UNR to test something and now he can't call long distance until I change him back to CTD. I thought UNR let him call anywhere but I'm obviously mistaken. I appreciate your suggestions. Thank you.

i think strange stuff just finds you.. i am with you, i thought unr was just like it says, my phone is unr, but matters not if my ncos is 6 i can call int without a fac, if the ncos is one in need fac for even local.. so maybe both of our unr's are broke. i use ctd for every user and ncos for controlling access to local,411, ld or int.. only big shots can call international with an account code. worker bee's (me) would need an account code for ld and not be able to use 411 or xxx+555 at all. our 411 bill was over 4k so they had me turn it off

UNR ,CTD, NCOS, TGAR, TRAG
all those parameter control the access to routes and thus to long distance

correct, so if the only thing I've changed is CTD to UNR then why would he not be able to call long distance any longer?
