I have a LAN running Windows 2003 (std) server and connected to the Internet via a Netgear DM602 set as a router.

[server] -> [Ethernet switch] -> [DM602]

DHCP is set on the domain server and the router has a fixed IP address:
DHCP IP: 192.168.x.1
DM602 IP: 192.168.x.250 with static public IP address from ISP.

RAS has been set up and configured on the primary domain server and relevant users having RAS enabled. We know RAS works as users can dial via modem to access the network.

The DM602 has port forwarding set on ports 500 and 1723 to 192.168.x.1 to allow L2TP traffic on the VPN. Users are using the standard MS VPN client to login to the VPN (or attempt to!) - They either get error 800 or 721 when making a connection.

Am I thick (no response to this please!) or have vital settings been missed? Or, should I buy a higher spec router with better NAT and firewall capabilities?

Thanks in anticipation of a response.

So your Netgear router MAY or MAY NOT be the problem.

troubleshooting Suggestion:
I would install the MS VPN client on a PC that is on the same LAN as your Win2003 server that is hosting VPN connection. If that VPN connection works, then you know you have a Netgear router issue. If not, then you likely have a Win2003 VPN server or client configuration issue.

If it still looks like a router issue, I checked my Netgear port forwarding. I am forwarding same ports as you with the addtion of port 50.
