Unable to Access Setup Utility at Boot 1

When my PC boots I cannot access the Setup Utility through F1 or F2. When I press F1 or F2 the PC simply continues with the boot.

The PC is an IBM Aptiva 2174.
It originally came with Windows 98 and I have since installed Windows 200 and XP on to it.
I have removed 98 and 2000 some time ago and I think this may have been when I have disabled or removed access to the Setuputility

Is there are way I can get reinstall the utility or use some other software to access the PC Set-up?
I still have the original Product Recovery disk from IBM.

 
Make sure to tap the F1 key when the IBM logo appears.

If no luck, then try a different KB.

If no good, then reset CMOS either with a MB jumper, or by removing the CMOS battery for at least 30 minutes.

If that does not work, then replace the CMOS battery.
 
If you have replaced the keyboard with one that has dual function keys, make sure to hit F-Lock before F1 or F2.
 
If the above methods don't work pull out a stick of RAM or disconnect a drive - this should force the BIOS to show the option - don't forget to re-enable access in the BIOS before you put the lid back on.

Removing the CMOS battery for 30 minutes correct the problem
