Uh Oh! Locked myself out of Win98SE???

As the fly was known to have said... "hhheeellllppp mmmeeee??"

My laptop still runs Win98SE and the other day I reinstalled tweakui as I've used it on some other PC's. I must have set something erroneously because there are TWO things that I'm experiencing and I cannot for the life of me figure out how to get back to where it was.

First, if I select Start, Settings, there is NO control panel selection any longer. Thinking that I may have accidentally shut that off with tweakui, I tried the following:
Start, Run, \windows\system\tweakui.cpl then click on OK.

I get a diaglog box stating that the "restrictions in effect prevent me from accessing the task. See the system administrator."

Well, this is a single user PC and I am the system administrator (not that there is one on a Win98SE machine).

Anyone know how I can remedy this situation and get use of my system again?

Sounds like a policy has been set - you haven't got Policy Editor installed? (its optional component on the CD - you can add it from add/remove programs, windows components, have disk option - then point to folder containing it on the install CD. It allows setting and unsetting of this type of restriction)

Once upon a time I knew where in the registry this stuff was (un)set, but alas memory is not what it was.

I don't know if the tweak tool x-setup would help (Google for it).
 
Boot into DOS mode. Type Scanreg /restore. You will be given a list of previous registry saves. Just choose one that was before you made the "changes". Good luck, it only goes back 5 changes. If you do get this fixed, there are some "boot.ini" changes to save up to 10 registry saves.
 
If you can pull it up in notepad control.ini there should be a section called [don't load] and simply add tweakui.cpl
 
Thanks ALL that responded. The suggestions were all good.
This morning I was able to resolve this. Out of frustration I used regedit and searched the registry for "Policies" and I found one labeled "Control Panel" and it was set to 01. I modified it to 00, rebooted and it was back to normal.

Hopefully this resolution, along with your valid suggestions, will now be searchable for future users in this same predicament.
