ufsdump permission denied

We have two servers (A and B), using identical solaris operating systems.
We are trying to connect to remote server C for tape backup. Both are listed in the .rhosts file. Server A works but server B gets a permission denied error. Server B however can connect to a remote server D for tape backup and will work fine. The question we have is what file needs to be changed on remote server C or server B to allow access for server B to use the ufsdump command.

If the name of the file is of the form machine:device, the dump is done from the specified machine over the network using rmt. Since ufsdump is normally run by root, the name of the local machine must appear in the /.rhosts file of the remote machine. If the file is specified as user@machine:device, ufsdump will attempt to execute as the specified user on the remote machine. The specified user must have a .rhosts file on the remote machine that allows the user invoking the command from the local machine to access the remote machine.

Odevice\nmode\n
Open the specified device using the indicated mode. device is a full pathname, and mode is an ASCII representation of a decimal number suitable for passing to open. If a device is already open, it is closed before a new open is performed.

I have exactly the same problem, even though the .rhosts and hosts.equiv files all have the servers named. What other things could prevent permission to access the tape device remotely?
