Actually, you can use pause when dialing, but only for POTS trunks. The simple reason is that for IP trunks, a pause during dialing is not applicable - the entire dial string is sent in one INVITE message.
To pause when dialing on POTS trunks, you would use the Outbound Dial Prefix field on the trunk configuration page. For example, you have an outbound route with the dial pattern 1NXXNXXXXXX - and the route sends the call to an analog trunk. You need to dial 9, wait for three seconds and then dial the actual number. To achieve this behavior, you would need set the Outbound Dial Prefix of the analog trunk to 9www.
