UCx Licensing questions

UCx seems like a well thought out product, I have a question involving sets licensing. I am being told that even though the systems supports 80 users and such you must license it for each connected set, the proposed cost for just one of my sights was a little over the top, over 3 times he cost of the system itself. I can't find any reference to "per set" licensing on their site. Does this sound correct?
 
What do you think would be a fair and reasonable price? I've heard around $80 per user, but that includes everything the system has to offer. I've priced out others and the pricing on other vendors systems is well above the UCx price.

Guess I'm thinking along the lines that if I order a piece of equipment that supports 8,16 or 32 stations then the licensing for those stations would be included with the hardware. Whether it be Avaya, Panasonic or legacy Nortel for digital sets anyway. I have always had to license in blocks for IP sets on any of the systems. Just curious as these will all convert to IP eventually anyway.
 
I can’t justify the license cost for my clients anymore.

To me, the only advantage of e-metrotel over any open source system is when it is impossible or cost prohibitive to replace cat 3 wiring or not enough available cat 5 and then use the existing wiring and phone infrastructure.

At one site the license cost alone was $1500 more than the UCX-50e base system cost.

You can get new IP set around $100 vs refurbished T7316e around $60 + $80 license.

I can install an open source system running SCCP with unlimited Cisco phones and have shared call groups just like the UCX system for 1/3 the cost.
