UCM VM to email

I have a IPO R9.0.3 with a UCM that was R9.0.3 but I have upgraded it to R9.0.12. What I am running into is that VM to email does not work. I have captured the reason but cannot find a cure. What happens is when it sends to the SMTP server (relay.appriver.com) it gets a response to start TLS. When this happens if the email is sent correctly the UCM responds with a second EHLO and then starts the process of sending the email. When it does not work the UCM never sends the second EHLO it just starts to send the info from the email which causes an unexpected failure. I am not sure how to get the UCM to always send the second EHLO.
