UCC128 barcodes

I create a UCC128 barcode for a ship to zipcode...

StartB FNC1 420 91335 MOD10 MOD103 Stop

The spaces shown are Just for clarity.

The above when printed scans OK.

Questions

1. The MOD103 check digit was REQUIRED for scanning.
Specs read on the Web implied it was not needed.
Is it? If not, then do I have a problem with my
scanner?

2. The MOD10 check digit, be it correct or not doesn't
seem to affect the ability to successfully scan the
barcode. If the "correctness" ;-) of the MOD10
doesn't matter, the what is the point of the FNC1 and
UCC128 for that matter, other than as a standard for
data content with the associated AI?
