UC Module upgraded to 9.0 SP3 but now cannot access web browser

I just "successfully" upgraded a UC module from 8 to 9 SP3, but now cannot access the web browser. The voicemail functionality is working, I can access it using the VM Pro client, can ping it, can access it using PuTTy and WinSCP but that's it. A similar post said to try restarting the web service, but I would need some instructions on how to do that, or any other help you can provide.

Manager shows the UC module configured as 192.168.1.246 (IPO is .245), but I am unable to access the UC module using either Chrome or IE10 using 192.168.1.246:7070

 
Yes I did as I thought after the upgrade I would have to go through the initialization process again, but no dice.

 
I'm setting up this IPO for installation so it's only connected to a switch then to my PC, no IP address conflicts, and port 7071 doesn't work either.

I have decided to use an external app server for the VM pro and leave the UC module installed to take advantage of its virtual VM Pro license so thanks for everyone's suggestions - much appreciated!!!
