Two users and one physical extension forwarding second user? 1

I have a scenario where my customer wants to have a second extension number 6321(user) ring at physical extension 6315.
I created a phantom extension 6321 and assigned two bridged appearance key on 6315. this works fine, however they also want to be able to have the end user at extension 6315 forward calls for 6321 at there leisure to an 800#.This is where I am stuck.
I can add forward no answer to 6321 however calls no longer ring the bridged extension buttons at 6315 and the call xfers out to the forwarded #. (i am guessing due to the fact there is no physical extension and forwarding is configured)
trying to make this easier for the end user at 6315 without having to add a second physical phone(which they are willing to do)just figured there has to be an easier way, any help or ideas would be appreciated.
 
sorry though i should clarify, the voice mail system is third party in a hospitality environment.

I can't think o a single scenario where someone would need two extension numbers, but I can't. Personally if they happen to have a good reason for this I would create a group with 6321 as the extn and only have 6315 as a member, if it is left as a sequential group they can forward calls to the group and have a seperate mailbox too, I will also display the group name so they know what extn was dialled :)

Use phone Manager to forward phantom extensions.
 
Thanks for the input, will try that tomorrow while I am onsite. The reason for the second extension - (hospitality environment)a customer calls in on the main number answered by the front desk. the front desk turns around and xfers the call to 6321(reservations)this call must be answered by the user at 6315 or forwarded to a call center 800 number. the user at 6315 needs to control the call flow at their leisure. I can add a second phone if need be, I just want to avoid this option if i can.
 
They can do just that using the group as I mentioned, but add a second group as fallback from the first and have a phantom user in forwarded to the 800 number. Give the user at 6315 a night service button for the 6321 Reservations group. They can answer the group call accordingly as it will show the group name on the screen and when they put the group into night service by pressing the button it will go to the 800 number, press it again the phone rings..easy :)
