Two exchange sites, one domain

I currently have a frame relay set up for two offices, primarily for the outside office to be able to use our Exchange 2000 server. We are changing ISP's so the frame will not exist. I have two servers that can be Exchange servers. I have one domain and want to keep that and all the mx records. Is there a way to set up a new exchange server in the outside office and have only those users hit that one and the local users to use the existing Exchange server.
I know a VPN from the outside office to the existing Exchange server would work, but I have had problems with that. I have a Cisco 501 Pix here and a Symantec VPN 100 in the outside office. The two do not communicate good enough to handle all of the E-mail traffic. Would a better option be to put a 501 in the outside office and do a VPN through the 2 501's.
I know that is really two different questions, but I am sure what would be the best route to take.

I run vpn's to my second site across watchguard firebox's which does work very well. But if you do want to avoid that how about setting the outside office up as a child domain of your current one, and then smtp connectors to route the exchange traffic across the net? Would also allow for a second mx record to give you some resilience.

 
Thanks for the reply. I was thinking about the SMTP connector thing, so I am gonna give it a try in a test enviornment.
