Two Exchange Servers - one authoritive?

Have two servers (exch2k) one in NY and one in CT, the CT server has been behaving strangly lately with finally sending old mails after a reboot 2 weeks later, this is a low end server (not many users) the ny server is our main, hold most users and is brand new.

currently, if a CT user sends a mail the ct server sends it out through my firewall directly and vice versa in NY, I would like to have it where if a ct user sends/recieves a mail it channels through the NY server, basicaly the NY server should be the end all mail gate.

You need to construct an SMTP routing group using your NY server as the local bridgehead.
 
I would place each in a routing group, with an RGC between. From new York, put an SMTP connector, with the scope set to the org.
