Two domains in one site

Ok guys here is my situation, I have a site where I have server1 running as DC (AD, DNS, DHCP, WINS) 15 users are part of this domain and the store files on it. Our boss just bought another server and he wants to setup the server as another Domain controller which will handle like 5 users. We have DSL in our office and dynamic IP. What is the best way to handle this situation??? I know DHCP would not be possible since we only have one subnet. 192.168.x.x. We also just have the 2Wire router that AT&T provides and from there we have a 16-port switch to connect the rest of the computers..
 
he wants to setup another server in the site. or what can some computers join a domain no on-site??? what is the best solution?
 
I have the second server running already as a domain controller. but how can I run two dhcp and dns settings so clients can connect to my new domain controller?? server1 is still running dhcp and dns as well
