Two Columns - space at bottom of 2nd column

I have a report that two columns, at the bottom of the 2nd column there is a blank spaced that is varied in size on each page. How can I fix this so that the column are even in the amount of printable data (the page is full)?

Ken: All group sections, the detail and print objects have "kepp together" checked. this is an example of what the bottom of each page looks like, althought the blank sections at the end of the second column vary in size.

Do you have a page break set after the group?

If so, remove it.

Then take OFF the Keep togethers, one at a time, in this order:

"Keep group Together"
Section "Keep Together"
