Tweaking TCP

I use a low bandwidth (around 33Kbps) high latency half duplex satellite link to carry IP traffic. We have tested an application designed by a vendor that has had TCP tweaked to work in the environment, this gives us chat/file transfer. However I want to run file transfers using FTP, what is the best way of finding out these TCP tweaks so I have more scope/choice on the applications we use over the link. Do I need to capture the session and run through each TCP segment to see how the application is working, or is there somewhere in windows that I can view how this applications sessions are configured. I have found some papers on the subject, but they are all fairly old '98 ish.

Something slower than dialup for IRC and FTP---I would simply set MTU at 1492 and MSS at 1452 and call it a day. That slow BW---you would not see a difference in throughput no matter how big or small the window size is. As far as fragmentation, it seems to me that you'd only have to worry about whether or not it needs to fragment, like do not set the DF bit in the header, tweaking MTU/MSS, etc.
