TV out cable not working?

I just got a Vaster 'Video Card to Svideo & TV Adapter Cable'
( and tried the composite out part, I was wondering, is there a certain resoultion/refresh I need to get it right? When I plug it in, all i see is black and white, and smaller, repeated throughout the TV, and also it is all flickery.
