TTI and dialing 911

In order to meet regulatorey requirements in this state every phone needs to be able to dial 911. I have picked up a new PBX and it does not allow X ported stations to dial 911. I know in the past I have been able to set this up but I have forgotten where. Can any please point me in the right direction.
