I have 2003 TS up and running, with the license server installed on that machine (non DC) using:

I have installed the per users licenses and they show up in the license server. I have also configured the TS Configuartion to use 'Per User', but I still get "The allocation of licenses to users is not currently managed." and the users are still using temporary licenses.

Any suggestions at what to look at? Thanks!

Well, per-user licenses aren't managed. So you wont see the number of per-user licenses decrementing.

I'm guessing everything is working normally. When a client connects to a TS for the first time, they get a temporary license. If they successfully log in a second time, the license will be upgraded to a full license.

Since you are using per-user licenses, you can't tell from the license manager that they have been upgraded.

Hi,
Perhaps check Terminal Services Configuration>Server Settings>Licensing and set it to per user?

Cheers
