Trying to Port - D Channels not coming up

I'm so glad I found this forum as it is helped me with minor issues in the past and now I have a question for everyone. I can do some programming on our system but do hire out for more in-depth programming.

We have a Merlin Legend with a CKE4 processor and release 7.0 with 2 PRI DS1 cards. My company is trying to port our service and DID numbers from the SBC side of the "new AT&T" to AT&T to reduce our costs. We have tried the port 2 times now and both times AT&T cannot see our D-channels come up. We've had two different companies of PBX techs come out. The last time they even rebuilt the PRI but still no go.

They also brought out a test Legend. AT&T can see and bring up the test Legend on our new circuits but not on our Legend. Our current circuits through SBC obviously work on our legend but do not work on the test Legend. We have bypassed our CSU's and ruled those out as the culprits. AT&T has also tried every test they have and confirmed with SBC that the service is the same (I believe 5ESS and AT&T Custom). Please pardon my ignorance with some of this.

I'm at the stage where I think that it is some setting that is different on the two Legends that are causing each legend only to work with one company's circuit. I do know how to print the various reports from WinSPM and can reply with those if requested. I did not get a printout from the legend to compare to ours. Does anyone have any idea on what could be the issue (since we've gone through 2 techs and they didn't know).

An honest and sincere thank you in advance as I am at a complete loss at this point.
 
Start out by getting a PRI Info report out of your system and posting here for review.

Dont "believe" what kind of switch your carrier is using, find out it's certain identity/Type.
I've had carriers tell me it's a 5ESS, turns out they were only (attempting) emulating it, and didn't do a very good job of it in there translations...

If you can access a LEGEND that is KNOWN TO WORK with the AT&T Circuit, then print the PRI Report from that one as well as from your LEGEND.

Then post them here.

Perhaps we can figure out what the difference is.




 
Here is our working PRI printout. Going to try and ask the tech for a printout on his. The techs were trying to compare both systems and did find one place that a timer may have been different but it didn't help. They also said that the Legend stinks sometimes because the option that is current enabled isn't always highlighted in Win-SPM so it was hard for them to cross-reference.
