Trying to develop a "kill switch" for 9611G phones to replace the analog toggle on dig/ana

I work for a local government and one of my client offices is the sheriff's department. They have several "pods" that house the inmates. Each pod has an analog or digital phone. In the IT closet there are physical toggle switches for each of these phones to kill them in the event of an inmate take over. We are currently moving to VOIP phones but will not move the pods until there is a way for someone at the sheriff's department to easily kill the new VOIP phones too. Is there any method to remotely and completely disable a 9611g that can be done by anyone very quickly?
 
If you power them via PoE, then shut down the power from the data switch.
