I am trying to create a pie graph that has the values on the outside of the slice and the percentage on the inside of each slice....

Assuming you Data Labels in one column and values in the other column. Highlight the values; copy them, and paste them in a blank column right beside the first one. In my case I had A1:A12 with Data Labels of Months and B1:B12 values. I copied the values to C1:C12.

I will refer to my cell references for my ease of explanation. Highlight A1:C12, and invoke chart wizard. In step 1, under Custom Type choose Column-Area. Click next twice and choose whether you want an Embedded chart or a Chart Sheet.

Right Click on the Area chart, choose Chart Type and select Pie. Right click on the Pie, choose Format Data series. Under Data Labels choose Show Percent. Click OK.

You will have to click on each Percent value and move it with your mouse inside the Pie.

Right click on the Column chart, choose Chart Type and select Pie. Right click on the Pie and under Data Labels select Show Value.
