Troubling Bcm system

Hi all. New to the forums, and hoping I can get some help with a Second hand bcm50 system.
Here is what I am experiencing.
Hooked 2 digital sets up to the system, lifting the handsets on either one displays “key code req”. Hooking an analog set up to any of the analog ports, produces nothing, no talk battery, no dial tone.
Telset administration works, I can get in with the default user ID and password, and change the time. Here is where it gets interesting.
nnadmin and the default password, do not work, trying to get into the bcm webpage, bcm monitor, or element manager. If I use other methods bcm Monitor connects right up, and also the webpage becomes accessible.
I just cannot get element manager to connect. I was getting, detector bcm detector cannot determine the device type for IP address 10.10.11.1. Researching through forum posts, here is what I have tried.
1. Madesure Java was up-to-date
2. Edited Java security file. Still no change, element manager throws same error.
3. Uninstalled, then reinstalled Java, and re-edited security file. I now get The error
Cannot log onto device, check username and password and try again
This happens when trying either nnadmin and default password, or alternate methods. network connectivity is correct, I can ping the bcm. Operating system is Windows 7 64 bit. Element manager is version 62.0.5. I’m out of ideas, any thoughts?
Sorry for the extremely long post, just trying to provide as much detail as possible, and the steps I followed.

After reading it appears you have 2 issues...

-I cannot access the BCM with BEM
-I need Keycodes

Time to make contact since you have tried everything else it seems.
