Trouble with warm transfers

When the receptionist attempts to transfer calls to a several users the call is dropped when she tries to announce the call. If she does a blind transfer the calls go through without a problem. She reports that she is using <transfer> extn. <transfer>

When I compare to an unaffected station the differences are
On the Voicemail tab, voice mail reception (populated on affected station),
On the Telephony tab, Answer call waiting on hold, busy on held, Can intrude, cannot be intruded, and the phone manager type on the affected is set to pro.

IP office 412 2.0(16)
All stations are 4412D+

Any guidance would be greatly appreciated.

Is she using E Console, and is she transfering over a SCN

Soopa Doopa Intergalactic IP Office installation mechanic and configuration corruptor from way back.

She is just using the physical phone itself. I am not sure what an SCN is. The phones are on seperate expansion units. And other phones on those modules appear to be unaffected.
