Trouble with call forwarding

Hey folks. I'm trying to get an extension to forward all the calls to a persons cell phone number (it's a non-local number). I'm putting in the FAC for Call Forward but for some reason, it cuts me off with a fast busy halfway through inputting the number. I'm pretty stumped as to why it won't let me do it. Any help would be appreciated.

Check the Class of Service (COS) for the extension you are trying to call-fwd. Call-Fwd All Calls must be stroked to Y in the COS.

can you call this number normally from the set in question ???

APSS (SME)
ACSS (SME)
ACIS (UC)

Also on the Class of Service, make sure Restrict Call Fwd-Off Net is set to no.
