Trouble talking to Active Directory servers over WAN

I have a Windows 2000 AD server setup at a central location. From the remote sites, I can bring the Windows 2000 Pro workstations into the AD and they can talk to the server ok. The problem is with Windows 9x clients. With no WINS, etc. how can I get them to talk to the AD server? The clients all use the AD server as their primary DNS. I can get inconsistent communication with combinations of hosts files and using ip addresses.
 
I would suggest installing the Active Directory Client for Windows 9x that is included on the Windows 2000 CD; there is also a client for NT that is available on Microsoft's web site.

I have a windows 2000 server I'd like to patage my intenet connection to client poste without avitgateway or proxy.
what can I do?
