Trouble sending message created by another user.

I have a secretary and her boss trying to share created messages. The secretary creates a message in her mailbox then moves it to her bosses drafts folder. When the boss tries to send it he gets this error message. "You do not have sufficient permissions to perform this operation on this object. See the folder contact or your system administrator." I have given each user all the rights in the world including full mailbox and send on behalf of. Any ideas would be helpful.

Make sure that the users has rights (publisher) to the users sent folder.
