Tree structure... how to?

Hi guys... I'm working on a project that requires building a tree in the left frame of my site which would query an Access database to retrieve all 50 states and the cities contained within them.

I should then be able to click on each state, and have a drop down of the cities within them. But I'm not sure how to create the tree structure. Can anyone help?

For example:
New York
Albany
Buffalo
etc...

To further complicate things, I should then be able to click on a particular city, and have the right frame list it's Mayor. Again, I need help with this as well.

Any help would be much appreciated.
