Translation Rule Help (Multiple Area codes)

Is it possible to setup a translation rule that will not require users to put in an area code for local calls? The tricky part is we have two local area codes so some kind of logic would need to be included that would allow the translation rule to know when to inject what area code. Also users currently have to dial 9 to get out and we want to keep this configuration. Thanks
 
So you're looking to do 7 digit dialing vs 10 digit correct? Just for 2 area codes?

No way to do that really. The reason there are two local area codes is that there is number overlap. So it will be a 512-555-1212 number and a 737-555-1212 number. Both local. No logic would apply here to distinguish what area code the caller is intended to dial.
