Transfers to Stations Fwd to External #s

We currently ar experiencing a unique issue on our SV9500 platform with call transfers. When our UA5200 dterms built as an RSC of a 7 try to transfer a caller to an extension to that is call forward to cellphone outside the building, it calls the cellphone briefly then hangs up and recalls the operator.

If i do the same work flow from my desk phone which is an RSC of an 8 it works.

Did I miss something in ARRC?
 
It appears to be a tandem trunk issue. Checked ARRC and all trunks are allowed to connect to each other (Even the PRI D Channels). Not sure where to look next.
 
If calls can go with RSC 8 ARRC is good, Check ARSC for the outgoing route that RSC 7 is a 1 for RRI 2 and 3 if it is not a 1 but is set to 2 then there is toll denial and you can check ATDP or ADNPRL, it would be easier to change it to a 1 if needed. Checked which service feature class the phone is (SFC) and then make sure in ASFC SFI 25 and 26 are set to 1 this allows call forwarding outside for local and long distance.
 
Don't forget about the dummy route in ARRC also. Normally it is route 31 but could have been anything the tech installing it wanted it to be.
