Transferring to an externally forwarded phone

Hello all,
I know that this issue has been covered in numerous threads, but I can't seem to find a solution to the exact problem I am experiencing...Here it goes!
I have a customer running 4.1 s/w on a MICS.
One of the users has his set CFWD to his cell phone.
If another user dials his ext, the call forwards no problem.
If a caller dials his ext off the AA, the call forwards no problem.
However, if the receptionist takes an inbound call, no AA, then attempts to transfer to his ext, she receives 'Transfer Denied'.
Allow redirect is set to Yes on the receptionist set, and on the user's set, obviously.
This seems like an easy fix, but apparently not. Any insight would be greatly appreciated. Thanks for the time.
 
IF I REMEMBER CORRECTLY YOU CAN ONLY TRANSFER OUTGOING CALLS

*UPDATE*
I have a tech on-site troubleshooting this now.
What we did was remove the F4 forwarding on the set.
Went into Fwd No Answer in Capabilities and set that to:
9 XXX-XXX-XXXX, the same number to forward to, and dropped the rings down to 2.
This did work, so there must be a trunk-to-trunk conflict somewhere on the PRI.
