As the title states, is there a way to transfer an outside call to another outside call? Using the Avaya Partner 34D?

Not with a Partner. If you have an ACS R6 or higher, you can forward an extension to a cell. Then transferring to that ext will forward to the cell. Otherwise, you would need centrex telephone lines which allow this feature as a function of the actual telephone line.

Gotcha, thanks for the help and the information Telecomboy.

I think I used to transfer an outside call to an outside caller by combining call transfer from the carrier and programming the recall feature on a button. That allows it to act as a flashhook - enabling the operator to forward calls to offsite people. I may have not used the right name for the line feature - but it works fine. You don't need Centrex lines - just that one feature.
