Transferable dial out privilege
Administrators and supervisors can grant outside line access to restricted phones, for example phones in public areas or conference rooms, to control external calls.

A privileged user, such as a supervisor, can transfer an outside line (secondary dial tone) to a user that does not have external dial out privileges.

I see this reference everywhere, but I have not managed to figure out how to actually use/implement this "feature" I have a customer in a large plant with mostly restricted phones that is migrating from a Definity, and their "Outside Line" button for the operator is important to them, and this is exactly what I need to implement.

Anyone else use this capability, and could maybe enlighten me on how to use it? Currently using 9.0 for this system.
