Transfer to voicemail won't work with CAP 3

MICS 4.0 Norstar 7324 phones without CAP module will transfer calls to voicemail boxes using "FEATURE 986" just fine. Add a CAP module and suddenly this feature code stops working. Display returns message "No party connected" and puts the caller on hold. Anybody got any ides? or anyone else having same problem?
