Transfer to VDN

I have an issue i hope you guys could help with. When a call comes in to a vdn an agent awnsers it and transfers it to another vdn but it won't let them complete the transfer until the menu options have completed and they have chose an option. How can the just hit transfer dial the number and hit transfer again and do a cold transfer
 
We had the same issue before with a VDN routing into an IVR, basically you can't complete a transfer while the call is still in vector processing, as soon as the agent dials the VDN the call is being processed by the vector.
We ended up having to route the call out to the public network and then back in.
