We have a Norstar Modular ICS and need to be able to transfer calls out another line. I press Feature 70 after receiving a call, then press line 2 and get the message Transfer Denied. Where in the programming can I allow access? Thanks
 
external transfer works only with destination codes. easiest way is setting your dial 9 access code to be a destination code instead of a pool or external access code.

The only way I know of is by using the link feature. It acts like a flash hook so you can use co features as well.

 
In addition to the post Jun.1/04. It is mentioned that Disconnect Supervision is required for this process to work, make sure that in Trunk/Line data the trunks are designated as 'Supervised'. It has been my experience that allow re-direct doesn't seem to be a requirement in the capabilities of the set but as previously mentioned, the call being transferred has to have been incoming.
 
I think you could do Feature 3 (conferance) then 9 plus your number. Or Feature 71 (link) then your number. Just a thought.
 
Make sure, as Magup says, that lines are set to 'supervised'. Then you may do an external transfer in the following manner:

Call comes in;
Place call on hold;
Get new dial tone (line button, dial 9 etc);
dial new number;
Press F3 (or Conf);
Press held line;
Press F71 (or 'Transfer'); and
Rls

The act of pressing transfer is the final act that will disconnect you and allow the two external lines to talk.

If you have three way calling or centrex transfer from your telco, you may use a slightly different method;

Call comes in;
Dial F71 (or Link);
Dial tone will be returned;
Dial new number;
Press F71;
Rls

External transfer incoming to outbound.
1. Set trunks to supervised
2. set link at co to N
3. enable redirect for the set
4. after answering incoming call, press 'Transfer'
5. dial outbound call
6. press 'Join' or 'Rls' and hang up
Both lines will remain in use until conferenced parties hang up. Thus the need for line supervision
You can use either access codes or routes & destinations
This works on virtually any Norstar up to and includin R6.1 and BCM 3.5
This is the same as an unsupervised conference using Feature 3 similar to how Arr described it
