Transfer Return Time - Not functioning

Guys,

I am trying to setup the Transfer Return Time...voicemail for the user is Off, the Default No Answer Time is set to 15 secs (3 rings)and the Transfer Return Time to 15 & 20 secs for testing and neither worked.

What am I not doing...please assist.

Where are your transferring to? The system will return the call only if it can. There are plenty of scenarios such as the call having gone to an analog trunk or a hunt group queue.

Stuck in a never ending cycle of file copying.
 
Indeed, it only works for DDI calls direct to a user who did a blind transfer.
 
E.g. #1: If an external call comes in to the Operator and she blind transfers the call to ext. 222, if no one answers the ext. after 3 rings, the call should return to the Operator.
