Are the users programmed as ""Users" or as "Dial"?
They should be as "Users.
If they are programmed as "Users" do you see the BLF working for them?

Yes they are users and I'm not sure what you are refering to BLF?

Yeah just got more info. The BLF does work and that is where the problem is. That is the only time the transfer will not work is when the person is on their phone. If the person is on the phone you have to hit transfer and dial the ext. if they are not on the phone you can hit transfer and the side console button and it will work.
 
You cannot transfer a call to a person that is busy.
But you can do it with a shortcode.

*33*N#

N stands for the extension number of that user.
You could program a button with:
Dial
*33*
Then they only have to press the button and press #

No, the user is busy.
But you can put a caller in to a queue for a user with this shortcode.
