Let me see if I understand what you are asking. An incoming call is received by a user and they attempt to transfer the caller to the 8xxx line and it does not work, but they are able to transfer them to the 7xxx line?
Asuming that all the phones and virtuals are in the same tenant. I would check the RSC and SFC for each prime and virtual. You are going to find that the RSC and or SFC are different between the prime and virtual's most likely. From that point you would need to list up the different RSC and SFC and compare to find which bits are different. Most of the time I have found that the ARSC tables are not setup correctly and they are restricting transfered calls.
I would check ANPD and make sure the digit "8" is allowed for normal, hooking and busy conditions. It is most likely that hooking has not been allowed therefore the busy signal when trying to transfer the call. This is assuming that you can just go off hook and dial the 8XXX ext numbers.
